The following elements need to be delivered to Microsoft Advertising:
1) Tooltip
2) Icon URL
3) Content URL
4) Advertiser Name
Tooltip
This is a short phrase that appears when the user rests the pointer over the Messenger Tab icon. The ToolTip can be the name of the client’s company or product, a description of features offered by this Messenger Tab, or a company tagline or slogan. This text should be localized to the appropriate language before you submit your Messenger Tab to Microsoft Advertising.

Icon URL
An external URL that links to the thumbnail graphic for the Messenger Tab. The hosting of this content is the responsibility of the client and/or the local Microsoft Advertising office. The only content managed by Windows Live Messenger Tab Support is the XML file that calls on this content.

The thumbnail graphic must be:

No wider than 32 pixels and not taller than 45 pixels (32w x 45h)

A Portable Network Graphics (PNG) file format with alpha (variable) transparency

No larger than 5KB

Designed so that it can be clearly seen in either a dimmed or regular state
Content URL
This is a URL that points to the Messenger Tab content file. The hosting of this content is the responsibility of the client and/or the local Microsoft Advertising office. The only content managed by Windows Live Messenger Tab Support is the XML file that calls on this content.
This URL can also be loaded into a normal browser to preview the Messenger Tab.

The recommended size for a Messenger Tab is between 200-250 pixels wide and 500-600 pixels high. This is based on actual data gathered from SQM about the size that users adjust their Messenger window to. This is further supported by data that shows that the majority of users view their screens at a resolution of 800x600. Messenger Tabs must include scroll bars so users can view “out of sight” portions of the Messenger Tab content when resizing their Messenger window.
Content IP address
An IP address associated to the Content URL that points to the Messenger Tab content file. Windows Live Security must scan all externally hosted Content IPs for possible security vulnerabilities prior to the provisioning of a Tab
